Rights of Homoeopath Versus Allopaths in India To Sign Reports

If we review the IMC act 1956, CCAIM 1970 and CCH Act (All medical Councils of INDIA); the rules, regulations, standards and rights of qualified medical practitioners are the same. Then why can't a homoeopath sign a report related to radiology, pathology or any subspecialized branch of medicine, while a MBBS can sign these reports?
